The Northwest Territories Housing Corporation (NWTHC) is pleased to welcome delegates from around the world to share best practices in circumpolar housing construction at the Northern Housing Forum to be held in Inuvik from March 22 to 25, 2010.

“The Forum will highlight northern housing research, design and construction, while fostering relationships with others who deliver housing in northern climates. It will provide an opportunity for stakeholders from across the circumpolar world to share the designs and technologies that are appropriate for our northern environment,” said the Honourable Robert C. McLeod, Minister Responsible for the NWTHC.

“The Government of Canada is pleased to support the Northern Housing Forum as part of our commitment to sustainable housing and communities,” said the Honourable Diane Finley, Minister of Human Resources and Skills Development, and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC). “Building on innovations such as the Northern Sustainable House initiative will enable us to find solutions to the unique housing challenges of Canada’s arctic communities.”

Dynamic keynote speakers, panel members and delegates from around the world will come together in Inuvik to participate in the Northern Housing Forum. Experts from Sweden, Finland, Norway, the United States and Canada will challenge delegates to envision new ways to improve energy efficiencies, housing design and delivery.

Scheduled panels will cover topics ranging from climate change and adaptive strategies for the North, strategies examining existing buildings and how they can be made more energy-efficient, costing lessons, capacity building in arctic communities and much more. There will be a focus on emerging technologies and new approaches to the creation of real-world sustainable, affordable and highly efficient buildings that exceed expectations in a northern climate.

Minister McLeod added that the NWTHC is committed to constructing homes that meet the most stringent energy-efficiency standards, while remaining affordable.

“To maintain the highest standards, we must have the very best information. It’s by sharing experiences from architects, researchers, contractors, tradespersons and other housing professionals from across northern Canada and other arctic nations that we can learn what is working in the field and what can be applied in the Northwest Territories to the sustainable housing future we are building for northerners.”

The Government of Canada announced today an investment of $20.7 million, as part of the year one funding through Canada’s Economic Action Plan to improve housing conditions for First Nation communities across Saskatchewan.

The Honourable Lynne Yelich, Minister of State for Western Economic Diversification, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC), made the announcement along with members of the Whitecap Dakota community.

“Our Government’s Economic Action Plan is creating jobs, stimulating the local economy and improving housing conditions for First Nation communities in Saskatchewan,” said Minister Yelich.

Through Canada’s Economic Action Plan, the Government of Canada has committed $400 million over two years to help First Nation communities build needed new housing, repair and remediate existing non-profit housing for their members, and complement housing programs offered by CMHC. This investment will also provide an economic stimulus for many First Nations and surrounding areas by creating jobs.

Through Canada’s Economic Action Plan, some $60 million in federal investments will be made available to First Nations in Saskatchewan to address immediate housing needs.

CMHC will allocate more than $9.1 million to retrofit over 650 housing units on-reserve in Saskatchewan, as well as $11.5 million for subsidy associated with 63 new housing units to be constructed in seven First Nations communities in Saskatchewan.

“Our First Nation is very pleased to be part of Canada’s Economic Action Plan. Greater energy efficiency is important to every one of the family members who live in these retrofitted homes. And this investment is also very important to our Whitecap community which continues to grow,” said Chief Darcy Bear, Whitecap Dakota. “In order to ensure the work could be undertaken on time and completed on schedule, we have witnessed yet another positive outcome of this investment with the creation of Whitecap Construction, the community owned company that is undertaking the construction project. Our families, our workforce with its journeymen and apprentices, along with our entire community is, by far, the better for this project.”

The Honourable Stockwell Day, President of the Treasury Board and Minister for the Asia – Pacific Gateway, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC), made the announcement in Penticton.

“Our Government’s Economic Action Plan is delivering support for improvements in housing conditions for members who live in First Nation communities in British Columbia and we are also stimulating the local economy by creating jobs,” said Minister Day.

Through Canada’s Economic Action Plan, the Government of Canada has committed $400 million over two years to help First Nation communities build needed new housing, repair and remediate existing non-profit housing for their members, and complement housing programs offered by CMHC. The application calls for the new funding initiatives under Canada’s Economic Action Plan were very successful and generated a large number of applications. As a result, CMHC will be fully allocating all the available funding for this fiscal year.

Through Canada’s Economic Action Plan, some $50 million in federal investments will be made available to First Nations in British Columbia to address immediate housing needs.

CMHC will allocate more than $7 million to build 43 new housing units on-reserve in British Columbia. Of this funding, Penticton First Nation and Snuneymuxw First Nation will receive close to $1.8 million to build 12 new housing units.

“We are pleased to welcome this new housing construction that has come to us at a time when both the Penticton leadership and community members have identified our housing needs as a priority,” said Jonathan Kruger, Chief of the Penticton First Nation. “This ensures the health and safety of our Elders, children and membership through sustainable homes and is of utmost importance to the Band.”

“These new homes are a step toward addressing our longstanding housing needs and help us build our community’s equity. We have been able to provide seven new homes as well as an opportunity for some of our community members to work in construction,” said Snuneymuxw First Nation’s Chief Douglas White III. “This project represents a major life change for seven families — they will have a home to call their own! It has been a huge opportunity for our Nation and our members welcome these important new homes.”

The governments of Canada and British Columbia, announced today $15.5 million for the construction of 322 modular housing units for seniors and persons with disabilities to be constructed by four B.C. modular housing manufacturers.

“The Harper Government is helping Canadian seniors and persons with disabilities during these tough economic times through Canada’s Economic Action Plan. Our government’s investment of $7.75 million will stimulate the economy and create jobs during the global recession,” said Cathy McLeod, Member of Parliament for Kamloops – Thompson – Caribou, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC). “Here in B.C., this achievement gives hope to seniors and people with disabilities who need quality affordable housing that meets their needs, while creating local jobs.”

“While the primary focus of the Seniors’ Rental Housing initiative is to provide affordable housing in rural and remote communities, we’re also creating employment and stimulating local economies by awarding the modular housing contracts to local modular manufacturers,” said Rich Coleman, Minister of Housing and Social Development. “These modular housing units will use close to 100 per cent B.C. wood sourced from Pine Beetle infected forests. This supports the new Wood First Act, which aims to increase demand for wood products by requiring provincially-funded building projects to use wood as the primary construction material.”

Through an amendment to the Canada – British Columbia Affordable Housing Agreement, the federal and provincial governments are contributing a combined total of $15.5 million for the construction of the 322 modular housing units. As part of the Seniors’ Rental Housing (SRH) initiative, these modular units will be shipped to selected rural communities across the Province to provide affordable housing for independent seniors and persons with disabilities.

The successful proponents, selected by BC Housing through a Request for Proposal (RFP) issued in August 2009, were Britco Structures Inc., Chaparral Industries, Freeport Industries Ltd. and Northern Trailer, a division of Horizon North. These companies will construct single-storey modular units which will be designed to incorporate energy efficient features and built using B.C. forest products.

“Modular construction integrates building processes by enabling greater control, higher quality, shorter timelines and lower, more predictable costs” said Mark Brown, president of Northern Trailer. “We are looking forward to working with the federal and provincial governments to customize the designs of the modular units to provide the most appropriate homes for seniors and persons with disabilities.”

The SRH initiative is a result of a $365-million joint investment under an amendment to the Canada – British Columbia Affordable Housing Agreement, which includes funding through Canada’s Economic Action Plan and by the Government of British Columbia. It provides $123.5 million, including $104 million for seniors and $19.5 million for persons with disabilities, to develop up to 1,000 new affordable rental housing units, which will help to stimulate local economies in smaller communities across B.C. Under the terms of the agreement, the provincial and federal governments will provide matching contributions of $61.79 million.

Canada’s Economic Action Plan builds on the Government of Canada’s commitment in 2008 of more than $1.9 billion, over the next five years, to improve and build new affordable housing and help the homeless. It provides a total of $475 million, over two years, to build new rental housing, including $400 million for housing for low-income seniors and $75 million for housing for persons with disabilities. Overall, the Economic Action Plan includes $2 billion for new and existing social housing, plus up to $2 billion in loans to municipalities for housing-related infrastructure.

The Province of British Columbia’s $14-billion capital infrastructure program is creating up to 88,000 jobs, helping to build vital public infrastructure in every region of the province and stimulating local economies across B.C.

“Through the Seniors’ Rental Housing initiative, our government is committed to creating more affordable housing options for seniors and persons with disabilities,” said Norm Letnick, MLA for Kelowna – Lake Country. “Modular construction is an innovative way to produce this much needed housing. I am very pleased that Chaparral Industries was awarded the contract to build 44 modular units here in Kelowna.”

The Government of Canada, the Government of Ontario, the Region of Waterloo and the City of Cambridge today celebrated the start of construction of Heartwood Place on Ainslie. This development is supported by over $4.6 million in funding through the Canada – Ontario Affordable Housing Program.

The Honourable Gary Goodyear, Minister of State (Science & Technology), (Federal Economic Development Agency for Southern Ontario), on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development Canada and Minister Responsible for Canada Mortgage and Housing Corporation; the Honourable John Milloy, Minister of Research and Innovation, Minister of Training, Colleges and Universities and Member of Provincial Parliament for Kitchener Centre, on behalf of the Honourable Jim Watson, Minister of Municipal Affairs and Housing; Waterloo Regional Chair, Ken Seiling; Mayor of Cambridge, Doug Craig, and Chair of the Heartwood Place Board, Mary Bales, attended the event.

“This is great news for individuals and families in Cambridge,” said Minister of State Gary Goodyear. “These new apartments will provide more rental options for those in need of suitable, affordable housing, and are important to the economic and social well-being of the community.”

“Heartwood Place on Ainslie is an example of our government commitment to improve the lives of Ontarians and build healthier communities,” said MPP Milloy. “I would like to congratulate the developer, our partners in other levels of government and community groups for making this project a reality.”

When completed, Heartwood Place on Ainslie will have 66 affordable units for low-income families and singles. The federal and provincial allocations to the project were complemented by more than $536,000 in municipal financial incentives by the City of Cambridge and more than $342,000 by the Region of Waterloo. To date, over $1.4 million in community donations has been raised in support of this project.

“The people behind Heartwood Place on Ainslie have been long time partners in the development of affordable housing in our community,” said Ken Seiling, Regional Chair. “Through their ongoing generous contributions of time and money, our residents will now have more options for safe and affordable housing in Cambridge.”

“We are tremendously excited to see the continuous transformation of our downtown cores. This redevelopment of the former Cambridge Reporter site in Galt on the Grand incorporates a courtyard for the residents and the building is designed to complement heritage features of the surrounding neighbourhood,” said Cambridge Mayor Doug Craig.

“Celebrating the commencement of this project is a significant moment for our organization,” said Mary Bales, Chair of the Heartwood Place Board. “It took six years to address the issues of contamination on the site and reach the point of construction. Thanks to everyone, including all levels of government, donors, committed volunteers and staff for helping us achieve our goal. Special thanks to Todd Smith of Torstar, Thomas Franz of Franz Environmental and to Al Way of Jamesway Construction for their commitment to this project.”

The Canada – Ontario Affordable Housing Program Agreement comprises a commitment of $301 million from each of the two senior levels of government. In total, the federal, provincial and municipal governments will invest at least $734 million in the program, which will provide affordable housing for up to 20,000 households in Ontario.

Last fall, the Government of Canada committed more than $1.9 billion over the next five years to improve and build new affordable housing and to help the homeless. Canada’s Economic Action Plan builds on this with an additional one-time investment of more than $2 billion over two years in new and existing social housing and lending of up to another $2 billion to municipalities for housing-related infrastructure. Combined for Ontario, this means a further $1.2-billion joint investment under the amended Canada – Ontario Affordable Housing Program Agreement. The federal and provincial governments are contributing equally to this overall investment.

The $799,000 federal contribution to the project comes through Canada’s Economic Action Plan, the government’s plan to stimulate the economy and create jobs during the global recession. Recognizing the distinctive needs of the North, Canada’s Economic Action Plan provides $200 million, over two years, including $50 million for Yukon to support the renovation and the construction of new social housing units. Overall, the Economic Action Plan includes $2 billion for new and existing social housing, plus up to $2 billion in loans to municipalities for housing-related infrastructure.

“The Government of Canada is committed to providing a hand up to those who need it the most,” said Senator Lang. “We are helping make an important difference in the lives of children and youth in Whitehorse who are trying to build a better future for themselves.”

“Yukon Housing Corporation is dedicated to providing housing for Yukoners,” said Jim Kenyon. “This boost in funding towards the Children’s Receiving Home will help ensure a safe place for youth who need it.”

The Children’s Receiving Home is a temporary home for children and youth who have been removed from their families because of abuse or neglect, and who need a period of assessment and stabilization. The funding announced today will go toward the construction of the eight units in this new facility. The new facility will be 4,200 square feet in size and built to the Yukon’s Super GreenHome standard for maximum energy efficiency.

“Yukon government is very excited about the construction of the new children’s receiving home,” said Minister Hart. “The old facility was no longer adequate for current programming needs and we are looking forward to a new safe and healthy environment for the young people who will live there.”

Today’s announcement recognized three affordable housing projects in Kingston funded under the Canada-Ontario Affordable Housing Program:

* The official opening of a 93-unit building sponsored by R. Paul Martin Construction. The project received more than $2 million from the Canada-Ontario Affordable Housing Program. The building will be occupied by individuals and families living on low and moderate income.
* The official opening of 24 units sponsored by Kingston Home Base Non — Profit Housing Inc. The project received $1.7 million from the Canada-Ontario Affordable Housing Program and will be occupied by individuals with special needs and living on low income.
* The start of construction of 47 units sponsored by Frontenac Community Mental Health Services. The project received more than $3.8 million from the Canada – Ontario Affordable Housing Program. The building will be occupied by low income individuals with special needs.

The federal and provincial allocations to the projects were complemented by about $660,000 in municipal grants and 67 units will receive ongoing financial assistance through the municipally funded rent supplement program.

“The City of Kingston is pleased to continue to work with our Federal/Provincial partners in the creation of new, safe, secure and affordable housing units,” said Mayor Harvey Rosen. “On behalf of the City of Kingston, I would like to acknowledge the hard work and dedication of the staff and Board members of Home Base Housing, Frontenac Community Mental Health Services and Mr. Paul Martin, on the occasion of the official opening of their affordable housing communities. Through their efforts, 164 residents have been able to find a new and permanent place to call home.”

People struggling with homelessness will have access to 11 transitional housing units and 13 affordable apartments once construction is complete on the new $8.7-million Garfield Hotel in New Westminster.

“The Government of Canada is committed to making affordable housing available in British Columbia and across Canada for those who need it the most,” said the Honourable Diane Finley, Minister of Human Resources and Skills Development and Minister Responsible for Canada Mortgage and Housing Corporation (CMHC).” These new units in New Westminster will provide people who are homeless or at risk of homelessness with access to suitable, affordable housing that meets their specific needs.”

The Province is providing a subsidized mortgage of $7 million for the development. The funding will help people who are homeless or at risk of homelessness move beyond temporary shelter to more secure housing, gain greater self-reliance, and achieve appropriate employment.

Construction began in July 2009 as part of a partnership between the federal and provincial governments and Lookout Emergency Aid Society. The Government of Canada provided a $1.65-million grant through the Affordable Housing Agreement.

“Our government is working with Lookout Emergency Aid Society to provide housing and support services so men and women can break away from substance abuse and homelessness,” said Rich Coleman, Minister of Housing and Social Development. “Garfield Hotel will help people recover and become independent by providing a supportive and stable environment.”

Lookout Emergency Aid Society will manage and operate the Garfield Hotel. Residents will receive life skill training programs on cooking and nutrition, budgeting, and basic hygiene, gaining the necessary skills to move towards living independently.

“We are very grateful for the federal and provincial funding that has been committed to this project so that we can provide the housing, support and services that are necessary to end homelessness,” said Karen O’Shannacery, executive director of Lookout Emergency Aid Society. “The Garfield Hotel will be a pathway to greater independence and a better life for many.”

Increasing affordable housing and reducing homelessness is a key agenda for the Province of British Columbia. In 2009 – 10, the Province’s budget for affordable housing and shelters is $450 million, more than three times as much as in 2001.

The Honourable Helena Guergis, Minister of State (Status of Women) and Member of Parliament for Simcoe – Grey, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development Canada and Minister Responsible for Canada Mortgage and Housing Corporation; Anne Skeates, Board Chairperson, People in Transition (Alliston) Inc., along with guests attended today’s ceremony.

“The Government of Canada is committed to making affordable housing available in Ontario and across Canada for those who need it most,” said Minister of State Guergis. “Through this investment, My Sister’s Place will provide safe and supportive housing to women and their children who are experiencing family violence.”

Through Canada Mortgage and Housing Corporation (CMHC), the Government of Canada provided $520,000 to My Sister’s Place through the Shelter Enhancement Program (SEP) and SEED funding. The SEP program assists in repairing, rehabilitating and improving existing shelters for women and their children or youth who are victims of family violence. It also provides financial assistance for the acquisition or construction of new shelters and second-stage housing where needed. SEED funding offers financial assistance to housing proponents who are in the early stages of developing an affordable housing project.

The five units — one bachelorette and four one-bedroom apartments, will be built beside the existing emergency shelter in Alliston. Women and children currently staying at My Sister’s Place could move into this second-stage housing as part of their transition from the shelter. Second-stage housing is vital in helping women and children reclaim their lives and secure a brighter future.

“My Sister’s Place is very proud to be creating a second-stage housing project that is the only purpose-built building of its kind in South Simcoe County,” said Anne Skeates, Board Chairperson, People in Transition (Alliston) Inc. “The goal of this project is to provide ongoing and on site shelter for women who are recreating their lives in the wake of an abusive relationship.”

My Sister’s Place, operated by People in Transition (Alliston) Inc., provides emergency shelter services to abused women and their children who are fleeing violent and / or abusive relationships. More than 1,000 women and children are served annually.
